Yet another 'can't take city' bug

Once in awhile when I take a city, my unit does not move into the city. I haven't figured out why, but it could be because of a great person stuck in the city. Perhaps that's what happened here?

Yeah, I've seen that in the past, too. Never quite sure why it happens sometimes but not others. I'd also noticed cases (mostly invading Russia) where they somehow have an artist stuck on the city tile even after I've captured it. I just moved another unit to the tile and they transported away, but maybe if I had signed a peace deal first then the unit would have gotten "stuck"?
