You mean the two most powerful buildings in the game? Seriously, with a few CS friends and allies they start generating more yields than almost any other building.
Did you mean this as a question?
I wouldn't call it a weird strategy to befriend city states and build these.

Ok this happenned recently at my current OCC Arabia play. I was neighbouring to India and somehow I found first religion and get my missionaries even before India found its own religion. I immediately converted their a few cities and ensure nice religious pressure due to their ability. I beelined for Hagia Sophia for free prophet. At that time India found Hinduism in their capital and that free prophet converted their holy city. I do not know why India did not convert back their cities with successive prophets (they build holy sites) but thanks to their own religious pressure %80 of my continent follows my religion, even pushing away Egyptian and Polinesian religions nearby.
