As the nations of the world steadily begin to gain more competent foreign policies, President Sombra de Mar has decided it is time that likewise, the former Marian Federation try to re-assert itself as a leading nation, albeit through peaceful means.
-The independence of Brcko District and Brazzaville is formally guaranteed. Obviously, these states, being almost or completely surrounded by Marian territory, cannot be allowed to fall into anybody's hands (or paws in the case of Kaetif).
-Brcko District will be given special attention due to being on the frontlines of the Abhorrent War. While Kaetif-Human relations can be tense, the Abhorrents have demonstrated they are a friend of neither group, and accordingly, the factions must be willing to put aside their differences until this threat is neutralised.
-As most states know, the bulk of the economy of the MF is contained within its island territories, a small chunk of the former Colombia, and the Congo. The Marian Federation announces its intentions to colonise the former Gabon over time, and asks other states to respect this.
-The Sombrist Administration keeps a close eye on tensions in Asia, which it has heard word of. While China has endeared the Marian Federation to itself, Sombra states irrationally following other states to war is what caused the Second Cataclysm in the first place. While he desires friendship with China, he cannot support them if they fire the first shot.
-Corollary: The EF admits its sins of the past, and its claims to territory are indeed a tricky one; many of its people now call the land their home. The EF and China should try to work out of some sort of peaceful agreement over the former Chinese lands; after all, would the United States give land back to the Native Americans after so many Americans called those lands their home too?
-Given the KNE's hostile attitude towards the Federation, but the Portuguese likewise not knowing of the Kaetif(and thus possible hostility) towards them, the Federation has not commented on the KNE-Portugal legitimacy dispute. It does of course, however, hope for a peaceful resolution to this.
-The Federation of the Savanna is likely one of the most prosperous states in the world, and so, the Sombrist regime has approached them. Given their lack of encounters with the Kaetif, Sombra made sure first contact was made with a human representative to prevent awkwardness. Said representative also carried a message that it was up to them whether they'd prefer to speak with Sombra himself or a human representative in future meetings. The Marian Federation has attempted to hammer out some basic trade agreements between the states to foster friendship; this is important as the Savanna is a bit worried about the Marians'.
-The same policy was carried out towards the Kingdom of Konchasa, seeking to normalise relations as well as introduce the concept of the Kaetif to them. Increased trade agreements, the representative reasoned, would be mutually beneficial. The raw materials of Konchasa were of interest; they would allow the Marian Federation to industrialise much quicker.
-There have been some demands for the country to try and gain the Hetmanate's outpost bordering the South American possessions. Sombra has replied he has no intent to seek the outpost unless the Hetmanate decides to give it up on their own. "These individuals have taken up a heroic service to Kaetif and humanity alike, trying to find a way to return this world to some semblance of normalcy. It would be foolish for our society to make a point to repatriate this land if it's of no scientific value to us individually or economic value to us collectively." In short, Sombra does not seek the outpost, citing that any claim the Federation has to it is ambiguous anyway!
-Venezuela has been approached, being one of the most prosperous nations in the world and also having a liberal Kaetif policy. Sombra cites them as an example of humanity and Kaetifkind living in harmony and peace together. Venezuela's energy exports would be of use to the Federation, though until the shipping lanes are fully operational, trade will be limited, due to the fact most of the Neo Incan provinces are a bloody mess.
-Central American Confederacy has been approached, primarily in the same manner as Konchasa and Savanna; a key topic was Marian use of the Panama Canal, for obvious reasons. "It is important that, while world trade is currently lacking, to lay the foundations for when it no longer is."
--A high profile trip was made to Central South America, where the Kaetif are on the brink of being discriminated against based on reports. President de Mar himself went. Sombra sought to improve relations with the dictatorship, both through trade, and trying to make it easier for Kaetif workers to migrate to the heavily-contaminated country, which would enable it to tap into its yellow zones somewhat more efficiently.
Other Bordering States:
-Cantabria Libre, being hostile to the Federation politically and to the Kaetif socially, has been put on a watchlist for obvious reasons. For now, focusing on Abhorrent assaults is a more pressing concern to the Federation, but it has commented that CL's Kaetif are "not forgotten." In particular, it seems all too common that border patrol officers "don't see" Kaetif refugees from the country.
-The Alliance of North African Independents has seen limited interaction, though the Marian Federation does seek closer relations to the Alliance. Closer ties, it feels, will help shift the ambivalence towards the Kaetif to tolerance.
In general, the Marian Federation has argued for Kaetif rights around the world, being the most prominent majority-Kaetif nation (thanks to Europe being reduced to a hellhole and the Congo being fairly evenly split).
