You need to install the 3.17e patch first. Google for that one. Civ complete comes with a 3.17 patch that's somehow incompatible with the 3.19 installer.

Not true. It depends on the tech's beaker worth relative to the era, so yeah, giving meditation in 1000 AD won't do squat, but giving biology can give you even +4 relations.
