Me, flamin? I post before reading all the time (and it's really annoyin) but I don't often flame.
I don't know for certain (because I'm not trueblue), but from my reading of the post he meant if you get more gold (like you said before), then you can maintain more units.
But Wikipedia's always right so you proved yourself wrong anyway. Even if you did say it like you heard it from someone...
My way of avoiding DOWing is getting a defencive pact with someone, then buying the civ you want to attack into war with the guy you got a pact with.
Don't do it all the time tho because it's just so filthy and because I'm not 100% about whether or not it works.
I heard someone say that you have to capture their original capital to liberate them, which gives a negative diplomacy modifier equal but opposite to the positive modifier you get for liberating them, so they cancel out and they start hating you for other reasons.
I like the idea of a city's combat strength getting higher if it's been at less than full health several times, but I don't think experience and promotions would be any good. (I.e. its citizens are well-versed in what to do in times of war and can therefore resist enemies better.)
