Probably because Scotland, England, and Wales happen to be the same while Norhtern Ireland is different. Notice there are borders between the three of them on that map.

I'm pretty sure US States are more diverse in gun laws than British Constitute countries.

The maker of the map may have been British or separated them for no reason at all.
