He city-spams a lot when I meet him, if not as much as Indonesia. People suggested the BNW AI was less prone to settling, and that there were empty map spaces well into the Modern Era, but I find I run out of potential spots to settle often as early as 1100-1500.
Only 11 cities? He's restrained himself.
My god... I'm glad I saw this. I just started a HUGE map next to him... he puts cities in every fricking little corner of every spot on the map. It is just vomit.
With Catherine, Queen of spam on one side and Hiawatha on the other, I was lucky to carve out a spot for 3 decent cities.

He indeed does do this, I've seen him do that before and after BNW.
I'm pretty sure I've burned down most of Hiawatha's city list at one point or another.
That said, he's still better than he used to be. There's a few one-hex islands in the middle of the ocean that he hasn't settled, and a few desert plots without sheep, etc. Most of the cities I see him settle are at least plausibly useful.
