Scouts seem a bit weak and vulnerable to attack in the early game. I think it would make sense if they could move past enemy zones of control..Or maybe this could be an early promotion.
I wouldn't favor seeing either of these proposed changes implemented. Scouts already receive a movement bonus in that they ignore terrain movement penalties. The cost for this extra movement is that they aren't as resilient. They can outrun other barbarians effectively most of the time already. The ZoC ignoring would also lead to OP ranged units getting yet another buff (assuming you pop an upgrade ruin.)
