Worldbuilder Bug: Moving the camera duplicates icons horribly, GIF inside

I have this game breaking bug on the Civ 5 worldbuilder where when I move the camera, all the icons duplicate and drag out horribly. I can't figure out whats causing it. If I try create a new scenario, it crashes.
Heres a gif of it in action. I never used to have this problem, its new. I've tried updating graphics drivers.
