Not sure if I'll try a culture anytime soon though, I'm not one to focus on a victory condition early on. I'd rather just build an empire and go for victory when I see an opening of when it gets boring.
Yesterday I was forced to shift-enter when my puppet cities that were still in disorder (Monty handed me 4 cities after we both had taken a city from each other and I was attacking a 2nd city), and which had to have production assigned, which I can't do of course.

You could select 'always peace' in the custom game setup, but obviously the AI can still dislike you and refuse trade and such. But you don't have to worry about wars. You can't declare either though.
