That is my theory too, and I don't doubt you about the rebels. I've had to "put down" several neighboring city states, or build several encampment/forts stationed with all kinds of units several times already to limit the damage caused by those buggers.
It'd be kind of neat if one could mitigate these damages by building entertainment complexes in proximity to the neighboring city states, but I do not know if the proximity bonuses from entertainment complexes affect allied city states/allies as well as your own cities or not.
Call to Power 2 had the perfect "middle of the road" solution for this argument...
If I were to shoe-horn that mechanic into Civ6 as it sits right now I would probably limit it to 4 units per "stack" though, largely due to the fact that unit diversity is paper thin in this game.

I opted to try to play a non-religious game recently (I opted not to found a religion) and it seems to be the only way I can feasibly play a "peaceful" game, as you described. If I try religious, I can never help but to take out all of the annoying missionaries entering my lands.

Well giving how expensive it is to upgrade a Battleship to a Missile Cruiser (corvette), I can finally live out my dream of seeing Battleships continue passed the modern era :)
Is anyone else a little floored by the fact that the Missile Cruiser looks more like an older (Soviet era) missile corvette or frigate than something that should be replacing a battleship (ie, AEGIS Cruiser)?

I've had one trade route that was so far out to sea, the trade ship made a single trip and I was able to re-assign the ship. I've had some so close that the caravan only takes a few turns to reach its destination, and those seem to require the caravan to make 10 - 20 trips before it actually...
This has been an issue (for me) since Civ IV. If you are using WASD/arrow keys to rotate when a forced message pops up, it inevitably gets stuck in the direction you're scrolling. As you said, sometimes clicking randomly fixes it, but still annoying.
