    I don't agree it's a poor substitute. You're either giving the AI bonuses or handicapping yourself. Either way it creates an advantage for the AI. The difference is that balanced nations are basicly a must for multiplayer games. I do agree just having a better AI than Prince-level is the best...

    Perhaps, but I usually don't tend to have a lot of useless cities in reserve ;). With the way unhappiness and maintenance work now, I like to make my cities count.

    Every building you build in one of your other cities that is already built in your capital will recieve the bonus. For example, if you have a Monument in Rome, Antium will get 25% extra production to building its own Monument.
