What is Rome's ability? Is it 25% production for buildings in the capital, which I thought it was and what everyone (?) said it was? Or is it this:

Every building you build in one of your other cities that is already built in your capital will recieve the bonus.
For example, if you have a Monument in Rome, Antium will get 25% extra production to building its own Monument.
