It might be the apostolic palace. Every civ that has that religion in their cities will be a member of it and even if it isn't their state religion they have to abide by the rules. Correct me if I'm wrong.
I think you can still make them capitulate it's just a lot harder. I had to take all of Louis XIV's cities except for one and he finally capitulated. Then it said Pericles broke free of Louis XIV and he let me become his master as well.
I think for your first golden age you can use any great person but for subsequent golden ages I think you need to use two different kinds of great persons.
Yeah those conversion random events are really helpful. I've also noticed with BTS that a lot of civs actually keep their state religion instead of converting to free religion.
Montezuma declares war on me in every game and he's in most of my games for some reason. But Shaka is the one I need to watch out for. He is deadly and he doesn't always declare war like Monty does so he lures me into a false sense of security and strikes me when I am most vulnerable.
I had this problem in one of the Noble games that I played. Peter, Boudica, and Montezuma(always Montezuma) declared war on me and it lasted 1500 years. I ended up quitting the game because I just couldn't get anything done. It was a major standstill, but they never saw the light. I could never...
Montezuma always tries to kill me. Even if we have the same religion and he's friendly with me I end up looking at him wrong and he declares war on me.
