I would say the key is not to treat AI leaders like "real people". We know they are predictable in some ways, and it is balanced with AI bonuses. Once we accept they are just a part of environment, there's more fun. After all, our civilization must win, because we are way above other leaders...

I played OCC few times using World Builder to give myself one resource for every tile. Rather easy games, but not slow:) And beautiful city.

Open it with Word, Wordpad, anything. Use search; find the leader, below among other things you'll find his traits. Type new traits in the place of old ones. Save in My Games\Beyond the Sword\CustomAssets\xml\civilizations folder.

Never done this, but: you should be able to edit XML file LeaderheadInfos from Assets folder, and save it in CustomAssets folder. Just find Tokugawa and type Organized in place of Protective.
