City Burning War Support Policy Card 1.0.3

Now the mod can be used in the Age Modern

I’m concerned about your increasingly aggressive strategies while playing, so I added a new policy: +16 war support for burning down 8 cities. However, I didn’t consider how wars are conducted in the Exploration Era, so please let me know if it’s too strong.

Due to the limited policy slots, you might feel this mod affects your other policies. We’ve added a new effect to the Terracotta Army wonder: +1 policy slot when the player is at war, to better utilize the mod’s features.
