This simple mod fixes the Leader Portrait in Sevopedia so it is not stretched anymore. Simply replace the file in your mod or game with this one.
I used v2.3.2 sevopedia and BtS patch 3.17 when I made this Python.
Probably in your: mods/[name of mod]/assets/python folder.
