Now you can place and remove Rural districts automatically while setting tile ownership in a city radius or on resource tiles up to 6 tiles away from own cities
or other player cities including Independents.
Just the navigable rivers are giving issues, can be placed but they don't show on the map "the visuals", not even after reloading game.
I am still working on it. I will fix it but it will take me some time. for now you can use coast terrain to move to lakes o where you wish.
please let me know if you find a bug.

Now you can add normal rural districts by changing ownership within 3 tiles from cities, resource rural districts within 6 tiles from cities and
general plots more than 6 tiles from cities, for now it may fail to add at city ring 3 and doesn't work for independents yet, am working on that.

Fixed the issue where it could not be used with resolutions lower than 4k.
Please let me know if there is any other issue.

Use Mouse left click to select plot, then enable check box to apply selection with left click mouse button
Use reset all to unselect all, use reset next to each category to unselect it.
