compatibility hotfix for Update 1.3.0​

• fix celebration progress counter

this still seems to work after game update 1.2.4
i'll need to test more thoroughly later. unfortunately, the update totally broke most of my mods, and it will take a while to investigate and fix everything.

fixes a bug where the policy icon could float above lens panels

more info, new style​

• tooltip always shows time to next celebration
  (even during a celebration)
• style update to match game version 1.2.2

just a quick addition to the new celebration features! now the Current Celebration section of the Government screen will also show the current celebration bonus by displaying its icon. for example, here's an Elective Republic celebrating with a Culture bonus.
