For the first topic my opinion:

I don't like the IDea of each civ getting a free tech when it comes available


What I would like is that the lenght of the classical/ancient era increase.

ANd each civilization starts with a starting tech other then argiculture for example:


Japan england start with sailing
america egypt with mining
china pottery


So basicly every civ start with argiculture and one other technology
This is how they did it in a mod called civilzation night to compensate for the free technologies there where new technologie in the classical and ancient era.


A other Idea is that certain civilizations get a reduction in researching that technology
So his idea:

Egypt gets a reduction in researching masonry


as for other topics:
It isn't bad if you have negatif gold especially if you are at war because you are spending that gold on you're war wich will get you more land/ more gold
 
Just at the negative treasury comment where everyone seems to be confused as to how a state can borrow money without the cooperation of other civs (aliens/gods are proposed). Issuing bonds to the people can be an effective way to spend at a 0 treasury balance without a foreign source of capital.

So, as far as gameplay would be concerned then, who or what is issuing the bonds?
