For start, Democracy should have debuff about freedom, of individualism, of less social support, causing high amount of people living homeless and addicted. I am thinking I can append "Each population after ten minus 1 G, -20% G, with +25% culture" after and it would be more fun.

Playing as Kublai khan, got owls secret society on my first turn and accepted.
When I got Code of Law, there were three slots but only 2 policies. It would not let me submit the only 2.
I could end the turn, but it would not have any policies :(
Seems I got unlucky, and this is a bug.
I've played a number of deity games and all the AIs seem to inevitably end up choosing Fascism. I usually go the Republic > Democracy route. Is this a feature of deity? That the AI will always choose a different form of government? If so, why never Communism? In my last three deity games (all...
