    For start, Democracy should have debuff about freedom, of individualism, of less social support, causing high amount of people living homeless and addicted.     [NFP] [1.0.9.9] Kublai Khan bug with not enough early policies

    Playing as Kublai khan, got owls secret society on my first turn and accepted. When I got Code of Law, there were three slots but only 2 policies. It would not let me submit the only 2. I could end the turn, but it would not have any policies :( Seems I got unlucky, and this is a bug.
