[1.0.0.167] [SOLVED] - Inconsistent # of beakers provided by Campus District [Not a Bug]

In my last game, I noticed some big swings in the number of beakers provided by the campus district. It first came to my attention when I declared war on someone and my science output dropped by ~30 beakers. Digging into the city reports before and after declaring war, I noticed that it attributed much of my science output to the district...above and beyond the adjacency bonus. I wasn't running any policies that increased my science, and it wasn't counting worked tiles. But before I declared war, it said my campus (not including the buildings on it) was providing +7 beakers, and after I declared war, it dropped to +3 beakers. This for a campus that only had an adjacency bonus of +1 beaker to begin with! By the end of the game, I noticed that the district bonus had increased to +9 beakers...again, I hadn't started using the policies that boost science, and as far as I can tell, it counts science from buildings separately.

I loaded some save states from a previous game and it looked like the district science output was always equal to the adjacency bonus. So far so good. But what I hadn't noticed is that the university output was doubled at +8...even though I didn't have Rationalism in use and the library and research center were still giving +2 and +5. So how could the universities be giving more science than the research center?

I loaded some save states from the game /before/ that and still didn't find any answers. The campus district once again was providing more science than the adjacency bonus with no apparent explanation.

I've summarized my findings in some annotated screenshots, and if anyone can explain what is going on to me, I would be very grateful!

Are there any Scientific ('blue') City-States in your game? They give a science bonus for the campus and AFAIR Geneva has a Suzeran bonus that applies only during peace.

There are also Great Scientists (e.g. Einstein) which affect the science output.

slightlycynical, you nailed it. There was one scientific city-state in my first game, and two in my third game. My standing with them entirely explains how much science was reported through the campus district.

In my second game, I had forgotten that I got Einstein as a Great Scientist, and he gives a +4 boost to all universities, so that explains the universities giving more science than the research labs.
