Most of the time my Apostles move to an enemy Inquisitor's tile upon defeating him (and that's how it should work, I think), but once in a while they remain on their tile.
I have seen this happen as well. It seems to be connected to the presence of a military unit on the tile belonging to another civ (or city state). Religious units can share tiles with military units of other civs, but when you fight and defeat a religious unit in that situation your victorious religious unit doesn't advance. I'm not sure whether this is intended. One advantage of it is that if you are at war with a civ and your religious unit attacks and defeats a religious unit sharing a tile with an enemy military unit it will not advance to share the tile with the enemy unit (which would almost certainly result in the loss of the religious unit via a purge on the enemy's next turn).
