[R&F] [1.0.0.220] Hwacha, with Great General, can move and attack in the same turn

A hwacha cannot move and attack in the same turn.
But it can do it when it accompanies a Great General.
It seems the +1 movement bonus from a Great General is converted to an opportunity to attack in the same turn.

Sav file was attached for test and reproduction.
There are 3 hwachas which surround and attack Handan.
The leftmost one, with Great Genenral, can both move and attack in the same turn.
If Great General is separated away, it becomes normal.

Yes you can use a GG to move in and out of range and give movement and even promotions. This is an even bigger problem in MP at Civplayers, this has been reported to Firaxis and I'm sure when ever the next patch will be it should be addressed

Every units that "cannot move and attack at the same turn" is actually "attack cost 2 movement points". So if it have more than 2 movement points it can move until having 2 movement points left and then attack. The same applies for catapults, artilleries, etc.

It also works with industrial roads. And Logistics. Double attack promotion of ranged units also works this way.

Supply convoys can also create the effect in the same way as the Generals.
