[GS] [1.0.0.290] Amani Local Informant bug

When Amani is in Yerevan, my spy Fabricate Scandal successful chance drops to 74% (spy is fully promoted and I slotted + 1 spy level policy card, which should give me 90% chance in this case).
After moving Amani to other city, it gets back to normal.

"Local informants" should target "enemy spies", not "my spies"
