In my current game the Mapuche conquered Aachen from Germany. Several turns later, Germany took back Aachen from Mapuche and the notification was that "Germany has conquered the original Mapuchen Capital of Aachen," even though Mapuche still has full control of their actual original capital city.
I believe in previous games you would get notifications that civilizations have re-taken their own capital (as a good thing), and this did not show up; it was just the central 'gossip' message that was shown.
