Have any of you seen anything like this or have a clue on how to fix it?

I have also noticed this with Spain in my current game. I don't think it's specific to any Civilisation and only started to happen after purchasing Gathering Storm.

Map Size: Huge
City States: 24
Civs: 20 (1 of which is mine)

Raw is War? please reveal your game options. I think the game may be running out of border colors to assign. Hypothesis

I think you're right.

I always play huge map with max civs and around 20 city states.
