In my current game as Sweden, the first time there was a World Congress during the Industrial Era we had the Nobel Prize for Physics competition (which I won, getting bonus resources for oil and aluminum). During the second World Congress it was the Nobel Prize for Literature (which I won). However, during the third time it was yet another Physics competition (and not the Peace prize).

Are repeat competitions supposed to happen? I just assumed that each one would happen once....

Yes, but they also do the International/World Games and World's Fair every few years too.

In Civ V, the International Games and World's Fair just happened once, which is why I'd be surprised that Civ VI allows the same Nobel Prize competition to happen multiple times. Furthermore, it could cause imbalance due to:

1. Stacking of Rock band bonuses (Literature)
2. Excessive resource accumulation (Physics)
3. Way too many Great People given out (Peace)

That seems to be a design choice. There is no field in the database to make an emergency trigger only once. There is only lockout time, so they wont happen like twice in a row.
If you want to make them singular then probably set the lockout to 1000 and it will never trigger again in a 500 turn game.
