The scoring for Earth Goddess pantheon does not account for the tile's appeal. That is the true reason why AI almost always takes it as the 1st choice pantheon.
1. I observed evaluations in AI_Religious.csv and they always go like this: 413 => 472 => 531 => 590 => etc.
59 is the value of 1 tile giving 1 faith, and the above is: 7*59 => 8*59 => 9*59 => etc.
The city starts with 7 tiles. Each time its border grows, scoring goes up by 59.
2. I added manually tiles. Each added tile increase the scoring by 59. No matter what appeal it is.
3. I changed the requirement from "charming" to "breathtaking" (i.e. MinimumAppeal from 2 to 4). That doesn't change a valuation at all, still counts all tiles.
4. The scoring also counts tiles which are not even land i.e. water is also counted as "charming tile".
