Yaroslavl : Campus (146-21)/7*1.2 = 15
This should be (146-21)/7*1.35 = 13
Voronezh : Theater Square 146/7.3 = 20
This should be 146/(7.3*1.15) = 17
EDIT) I tested with a new game. I measured turn by turn, depending on government. Merchant republic finished after 22 turns, while Theocracy after 24 turns. It seems this works in some invisible way.
