[1.0.0.38] Bug: A fried's units considered hostile - no state of war

Got a weird bug in my ongoing game. I'm on friendly terms with my neighbor Rome (friendship declaration in effect), open borders agreement.

Suddenly I see a few Roman units milling about in my territory, with units of Zanzibar - a city state next to Rome and me - attacking the Roman units in question.

When I select units inside my borders, the roman units appear as possible targets, as if they were hostile - also, as I just finished building walls in the city they are milling around, I get the bombard option, with the roman units as possible targets. The roman units haven't attacked me yet - they just seem to be fighting my city state ally.

Can't provide a save from before this started, because it took me a while to notice, and I haven't got a save from that time. Uploading a save where you can see this happening.

An update - this bug persists. I am, in effect, at war with Rome at the same time as I am on the best of terms with Rome - recently allied with them. Our units are still hostile to each other. Just got attacked by a roman unit that got near.

I'll upload my most recent save where you can see this behavior.

I think I'll just abandon this game and restart. This unexpected love-hate relationship we have going on with Rome is just too bizarre.

included the save file but do not have a save from before the half war. i am pretty sure i received notification trajan declared on me, it happened the same turn kongo declared. i can still make deals with Rome, except i cannot make the peace deal b/c that part of the game thinks we are at peace. i was close to victory so i just kept going, quickly mobilized a military to hold him off.
