[1.0.0.38] Defensive pact bugs

There are two major problems with defensive pact right now, first pretty annoying and second is kinda severe one.
1. You are in d. pact with some civilization, and your ally declare war on the third party, who have some vassals states, happens really bad thing. Game mechanics works in the way that when your suzerain got attacked buy somebody, vassals states are automatically declares war on aggressor. And due to d. pact you automatically declare war on all that vassal states that have "attacked" you ally, thus eliminating all existing envoys in those states, preventing you from sending them in future to those states, and you suffers from all that diplo penalties for multiple declares of war on CS. Thats really tough and painful, especially in MP games(
2. Defensive pact makes you unable to declare a war on each other buy any way (you still can declare war on your declared friend or ally, but not on participant of d. pact), but still allows you to nuke your ally without any penalty, war weariness and after bombardment you still will be ally and participants of D.pact, allowing you to destroy all of your game partners when they cant strike back by any mean (except that they can also nuke you)
