Hansa generates +2 production from adjacent commercial hub district.
If I start to build a commercial hub next to Hansa, then this bonus becomes active immediately, not waiting for the completion.
I'm not sure if this is intended or bug. But, for context with the way other districts work, this looks like a bug,
