When a city has yield change, the top bar is usually updated at the latest in the next turn.
However, sometimes it never updates until we visit the city by clicking it.
Example) When we activate Plato in the save file, the city's cultural yield increases, but it is not detected in the top bar. No change occurs for several turns until we click the city.
