I just noticed the same problem, although Prussia is not one of the civs in my Modern Age. Not every section of road in neutral territory either, but several sections on different continents (and between different civs).

No screenshot but I can confirm I've had this exact issue in both games I've played so far — one with Prussia present, one without.

Yeah the Staaseisenbahn also shows up on roads through no man’s land even with Prussia not in the game. No screenshot though. I’m away from my computer.
