[1.0.1] "Mayan scout near border" AI Request

[Piranga]

In my game as the Maya with their unique scout, I keep getting requests from the AI's to remove my troops near the their borders. Each time it happens to be a single scout near their lands.

I know the Mayan scout can attack unlike other scouts, but solo scouts shouldn't be enough to trigger this warning.
