1.0.1.x Krepost decreases culture cost FOR EVERY CITY

This is new in 1.0.1 but I'm surprised this hasn't been mentioned yet: The Krepost, Russia's UB, provides a global culture spread bonus instead of a local one. So basically, as soon as you have 2 of them, you are at the maximum of 85% reduction. Attached is a proof screen (set up using FireTuner) with a before/after of building a Krepost in Moscow. As you can see, StP doesn't have a Krepost but gets a bonus nevertheless.

This behaviour is a direct result of using the same tag for Angkor Wat and the Krepost: When AW was fixed, the Krepost was broken.

With this bug, 2 krepost russia + monument in each city = huge land area in very little time.
