It gave me only --ONE-- Diplomatic Victory point instead of the expected 4.
Even though it happens simultaneously to a World-Congress voting that could twist the resulting count below or above the required 20+.
I was also trying to synch it with a Cultural Victory threshold step, btw.

Maybe this coincidental "duality" indirectly throws a conflict bug into the mix.

Can be reproduced with the included Save file. Just switch to the Wonder project in the Capital.

It cannot be restored from a saved file, it contains mods that affect the save state of the game. Their lack in the subscribed mods makes the load game button inactive.
Depending on whether someone uses some mods or not, it may be necessary to subscribe the missing ones.
To load, you need to add / subscribe to a few mods from the 'affects save state' category.

In the file you have shared, there is a resolution vote on, among others, diplomatic victory points. In the voting simulation I conducted, all opponents vote against your civilization - 33 votes in total. 2 point deprivation of diplomatic victory

Unfortunately, after voting is over, you still achieve a culture victory in the next turn./ 110pkt/105pkt - You Win.!
You can of course continue the game by pressing the 'one more turn' button, but you've won anyway.

Before the construction is completed, there is a vote, You lose 2 Diplomatic Victory Points 17-2 = 15, St lib + 4. Totally 19 Diplomatic Victory points/ Mathematically everything is correct.

In the resolution description you lose 2 diplomatic victory points, but the notification says that only -1, statue of liberty +4, total you have 20.
Cultural victory you already have 110/105.

For some time, now I have noticed that even when you meet the victory conditions of some kind, the game mechanism forces / requires you to complete the turn.
I don't know why, but that's how it is now.

Sooooo.. the situational math concurs with some variable results in your own test(s).

To verify those assumptions, i loaded a previous AutoSave (four turns backward and then, pushed the project on instead of the Space build) to check the Liberty-Wonder exact count -- and that's how i found that only ONE Diplo point could be given instead of 4. World-Congress being highly random (even when save-scumming to repeat match voting).. indeed the final gap has "chances" to qualify for a Win.

There was a few wacky times when the global Points were just standing at 21.. and the winning cycle didn't trigger (which is why i could detect that failing flaw), btw.
