Windows 10
After installing today's Portugal Pack and starting a new game, I began experiencing a recurrent graphical glitch, consisting of a tannish-colored flash obscuring the Civics menu for less than a second, almost as if the Civics tree were trying to open in miniature.
This glitch occurred multiple times for seemingly any reason; all the ones I noticed were:
Update: This has also manifested as the Tech & Civic menus disappearing for a split second, as if flashing.
On a separate graphical note, I also noticed at least one city-state using the wrong texture pack for its units (Hunza, a Native American city-state, was using Asiatic Swordsmen.)

This glitch occurred multiple times for seemingly any reason; all the ones I noticed were:
- Spawning a unit (including Great People), typically in the capital city, but I think it occurred in others
- Completing construction of a building or district
- Completing a district project
- Using Builder charges
- Using Great Person charges
- Having units destroyed by combat
