I remember that with one of the patches the willingness for AI to pay for DF was greatly reduced, when they aren't particularly interested in piling it up. So far, so good... But why does that seemingly also lead to those AIs giving up the DF they already have for nearly nothing? What do they gain from this? 
I would expect them to demand at least a mediocre price of maybe 3 per unit, though you could even argue that they would be better of to charge the price an AI interested in DF would be willing to pay. Dumping DF that way is a bad idea, because it kills both the manouver room for the AIs in the WC (where even some DF is worth some cheap 2nd/3rd votes - and those can be useful even if a civ does not go for diplomatic victory...) and likely the purchasing civ will use it to fuel their victory plans.
