[GS] (1.0.2.39) According to Settler lens it is possible to settle land in 3 tile distance (Not a Bug)

On the map I have 2 continents separated by a strait that is 1 tile wide at its closest. I settled the furthermost tile on one continent yet it shows the tile that is in 3 tile distance on the other continent with green color (available for settling). Haven't tried settling that tile, but I assume if the lens shows it with green, then it could be settled...Please confirm, but I think it's a bug (though some might say it's a feature...)
Check the city of Kahwia in the save file
EDIT: Just tried it and could settle a city within 3 tiles...See 2nd save file

AFAIK, not a bug - the minimum distance is not applied (or at least reduced by 1?), if the cities are on different landmasses.
