[GS] [1.0.290] Walls damaged by flood while wall upgrade in progress render upgrade impossible

Edit: NOT a bug, simply player error. I didn't realize there was a separate project for repairing outer defenses.

I have a city with Ancient Walls that sits along a river. I was in the process of upgrading these walls to Medieval Walls when a flood struck. The flood damaged the Ancient Walls as expected, but left the Medieval Wall upgrade in progress, and now that the flood is over, I cannot continue the upgrade nor can I fix the walls (see screenshot below). The result is that I am stuck with damaged Ancient Walls in this city forever.
