[1.0.6.9] Damaged Neighborhood prevents building new ones

Most districts obviously you can only have one of, so if they're damaged, you need to repair them before you can build anything else there. I've hit the stage in the game where climate change has started to flood the coasts, and the flooding damaged a neighborhood in my city. I can't repair it because it's damaged, but I can also no longer build new neighborhoods, either. There's only the option to repair the old one, which is impossible since it's flooded.

Can you not knock out some Flood Barriers & de-flood it, or is it too late?
