Even if that could be considered valid processing by Firaxis coding standards -- i feel this obstacle (( Too Many Units of the same Class in this Location )) to recall Heroes is very annoying. Thus.. somewhat buggy in terms of QoL HUD components.

How difficult would it really be to just bypass the UNIT presence check into their city of origins & let them activate even when we keep our defensive Unit/Spy/GP idle there for good reasons??
