[NFP] [1.0.9.9] Ally Spying On Me

I had thought with the most recent updates you cannot spy on allies?

Here there is a Japanese spy in my cap, but they're my ally. (See alliance green flag on Hojo/Japan).

Oddly enough, I had this happen to me yesterday playing as John Curtin.
Had an alliance with Menelik, for most of the game, yet got a notification that one of his spies had been killed during a siphon funds mission in my capital - even though we were allied at the time.
