[1.0.9.9] Pathing issue

I'm aware of other people posting pathing issues. I provide this game as an example, in the hope that the implementation of pathing can be improved.

In this saved game, I want to move the Cavalry unit southeast of St Petersburg (on the pillaged Moai) to the tile west of St Petersburg, in order to besiege it. Selecting the unit shows that tile as one it can reach. If I type M and check, it can't get there in 1 turn, and the path takes it over the water. But M shows it can get to the Holy Site southwest of that Ivory tile, which is good enough for besieging.

BUT if I then try to go directly to that Holy Site, INSTEAD it goes to the oil 3 tiles south (and uses up all its movement).

However, if I move one tile at a time, not only can I get to the Holy Site, but I can get to the Ivory tile west of St Petersburg, my desired destination.

I can live with pathing not always showing the best way to get somewhere. But if I try to move a unit somewhere, it should NOT go somewhere else that's completely off the path.
