[GS] 1 envoy when meet city state.

ive recently upped to emperor and noticed that when i"m 1st to meet city state i get 1 envoy not 2. is that just a level adjustment or has the rule changed?

It's always been the case, unless you adopt Diplomatic League policy which makes it 2.
