1066 confusion

I was playing as the Norse, took the first city and started on the sanctuary. A few turns later I took another city, and made it start producing another sanctuary. After that, I took 3 more cities in the south, and as before, built sanctuaries. The thing is, I took another city, but it didn't allow me to build a sanctuary (on the same enemy team, a city I skipped earlier which is located 2 cities south of York), and while I have finished 2 sanctuaries, the victory progress said that I finishe only one. What's going on?

The victory progress only shows how many the civilization that owns London completed, not how many you completed. (Because you need to build the final 'wonder' in London to beat the scenario.)
And you can only build them 7 (I believe) hexes away from London, if the city is too close to London you wont get the option to construct it thus you need to get a city that is stationed further away and was originally owned by England.
