108.3 big BUG or am I doing something wrong

I've started 3 games with 108.3b. The last try I used no mods except 108.3beta
I've found that I cannot change production once the production is one turn into process.
I also cannot buy units with gold during this time.
Finally, if I buy a unit with gold after production is over, the game gets stuck and i cannot select production to go to the next turn.
What remedies should I try?

I deleted the cache and cut and paste other mods elsewhere.
I ran into the same problem: not able to change production or purchase units.

I tested this on older versions of VEM and had the same problem.
I hadn't ran into it back then.
I will try a redownload of game.
Any suggestions welcome.
