-15 for different governments??

Is it just me or the penalty for having a different government is worse now? I'm almost getting denounced on contact for having a diffrent government and while it doesn't start that high, it climbs quickly to the point where you have to send a delegation right away or it gets worse.

None of the AIs in my most recent game have that different government hate as a second agenda, either.

And yes, they all hate me for winning at this point but this has been a problem long before that.

Eh, been happening for quite a while before late game.

Of course, if it was Civ 5, there would be revolutionary wave all around and I would accept the denouncements easily because it would be entertaining to see revolts. Unfortunately, this system doesn't really work when the governments are asymmetrical; in these cases some of them just have backwards governments.

They need to bring back a mechanic where cities can revolt to your side. Although I suppose it shouldn't happen to City States.

Doesn't the penalty increase if they are 'different governments of the same era' (e.g. Communism vs Democracy is worse than Communism vs Monarchy)? Or is it just for the Ideologue agenda?
 
Well, that's also the thing. Only Peter has a t3 government in this; the rest have like theocracy or something.
 
Having a Theocracy seems to make the AIs hate you ALOT. If you are going for a Religious Victory, you have to use that government, but very rarely does an AI pick it themselves.

I really wish they would overhaul the Agenda and relationships. It was a nice try, but it just isn't working out. The AI personalities just don't make you feel anything at all, like it did with Civ5. If you found Shaka or Napoleon as your neighbor, you knew what to do. It was shocking and worrying. Like if I play on Deity in Civ 5 and Shaka, Attila, and Napoleon are my neighbors, I might have to reroll that game or have the challenge of my life. In Civ6 it does not matter who is next to me at all. Neighbors you have are not scary nor an issue. It's like playing on Random Personalities every new game in CIV6 and they do not have much variance in the way that act compared to the others near you.
 
Well, in Civ 6 you know exactly what to do if anyone is your neighbor. Except the archer rush may not work well with Gilgamesh :D
 
Yea, but that's not the point of this thread. The point is that the penalty for different governments is greater than both agendas combined and sometimes you won't even have the luck to meet the secondary agenda.

Loading up older saves says it is still at - 15 which is why I was getting denounced on contact.
 
Well that is the thing though. Even a few hundred years back when I was in merchant republic, still had those large penalties.

It is baffling because I have lots of previous games where there was a similar spread of differing governments (ai generally does the same thing for it) and this never pops up. The only thing new is that I used the new cqui but that would be a strange thing to affect.

But since that mod is so popular, I wanted to see if people were having the same thing, with or without said mod.
